Canon Law requires that each parish have a Finance Council. The main role of the Finance Council is to aid and advise the pastor regarding the use of the parish financial resources.
For Parish Finance Council to be effective, it must be kept informed by the Pastor and/or Finance Manager on all financial matters, be provided copies of all diocesan policies, and be familiar with the general condition of the parish property.
The Pastor represents the parish in all juridic affairs and is ultimately responsible for all legal, business, and administration matters of the parish. The Finance Council, appointed by the Pastor, is an advisory body to the pastor.
